Chikomba Rural District Council (CRDC) was established in 1993 through the state-mandated amalgamation of four predecessor councils, a process enabled by the Rural District Council's Act (Chapter 29:15). This consolidated the former Chikomba District Council, Charter, Chivhu, and Featherstone Rural Councils into a single, unified local government entity. This restructuring was part of a broader national policy to streamline sub-national governance and devolve administrative authority.

Grounded in a critical analysis of the 2022 Population and Housing Census and current socio-economic data, Chikomba RDC strategically formulated a Master Plan to address district-specific realities. This empirical foundation is intended to operationalise good governance and equitable service delivery, thereby making a direct contribution to the national objectives of Vision 2030 and the broader devolution agenda.

Despite standing deep in the central beef lands surrounding it and on flatlands ideal for massive irrigation projects Chikomba still waits on a dream of having an agro-processing industry Fort Charter or Enkledorn, as Chivhu was known before Independence, albeit being one of the country's oldest urban settlements has an imaginable economic worth concealed in its strategic location
